A major power project isn't ordered Monday and operating Friday. Neither is a transmission line, a pipeline, or a major water project. Planning, engineering, permitting, financing and construction take time. Arizona needs to plan infrastructure before the need becomes a crisis.

Sitting in an air-conditioned office, reliability can seem abstract. For a family sitting in a 110-degree house during an outage, it isn't. For a hospital, it isn't. For a manufacturer, it isn't. Reliability comes down to one question: Can we count on the system when we need it?

One of the greatest lessons I took from my time in the @usairforce was simple: People are counting on you. That changes how you think about leadership and responsibility. It’s a lesson I’ve carried into business, local government and every public-service role I’ve held.
