Congratulations, Prof. Phoebe Okowa, on your election as a Judge of the International Court of Justice (ICJ).
This is a moment of immense pride for Kenya, and a testament to your distinguished service and commitment to the rule of law.
I wish you success in your new role.
Following the 19th Ambassadors Conference, I have been reflecting on the vital link between our foreign policy ambitions, the work of our diplomatic missions, and the decisions taken at the heart of Government.
In this episode of The Phantom podcast, we explore how Kenya’s diplomatic representatives advance our national interests, and how Cabinet provides the policy direction and enabling environment through which our national priorities are translated into action.
As Kenya moves forward, our diplomacy must match the pace of our ambition.

Consider Corning, the American glass manufacturer whose innovation has become integral to one of the world’s most recognisable technological products: Apple’s iPhone. Since the first iPhone was launched in 2007, Corning has worked with Apple to develop the precision glass used in successive generations of the device.
What makes this story remarkable is that Corning’s expertise existed long before the world fully appreciated the role it would play in shaping the future of mobile technology. Sometimes, the opportunity comes after the preparation.
The same principle applies to Cabinet Liaison Officers. Their role goes beyond facilitating Cabinet business; they are an essential part of the machinery through which national priorities are translated into decisions, policies and action. Their work contributes to shaping the destiny of our nation.
As Government navigates emerging realities and increasingly complex policy demands, investing in their capacity is an investment in the quality of national decision-making and, ultimately, the country’s future.
Cohort 3, now joins a network of 140 trained Cabinet Liaison Officers across Government. This network strengthens not only individual competence but also the collective institutional capacity, consistency and professionalism required to support effective Cabinet business.
I sincerely thank the Chief of Staff and Head of the Public Service, Mr. @koske_felix , for honouring the graduating team by presiding over the closing session and sharing inspiring reflections.
I also extend my appreciation to the Kenya School of Government for its invaluable partnership in the successful delivery of this programme.
The opportunities that will shape Kenya’s future may not yet be fully visible. The Cabinet Office’s responsibility is to ensure that the people entrusted with those opportunities are ready when the moment comes.

Held talks with President Vladimir Putin of the Russian Federation at the Kremlin, Moscow, after the conclusion of the Russia-Africa Summit.
Thanked President Putin for confirming that Kenyans will no longer be enlisted into the Russian military because Kenya has been categorised a non-source country for recruitment into the Russian military.
Informed President Putin that I have appointed a Defence Attache at the Kenya Embassy in Moscow, who will liaise with the Russian Ministry of Defence in processing the return of Kenyans who were in Russia for military purposes.
Additionally, the Defence Attache will work with the Russian Ministry of Defence to process compensation for Kenyans and to assist in their safe return home.
We also discussed scholarships in various fields for Kenyan students, including health, artificial intelligence, technology, aviation and cyber security, and to increase the number from the current 70 to 300.
President Putin committed to support the expansion of the United Nations Office in Nairobi, the only UN headquarters in the developing world.
We also agreed that our two governments would negotiate a bilateral labour agreement that would allow Kenyans to live and work in Russia.
In recognition of the deepening ties between our two countries, I invited President Putin to visit Kenya.
During the Russia-Africa Summit, our two countries signed five instruments aimed at deepening our bilateral ties. They include the establishment of the Intergovernmental Russia-Kenya Commission on Economic Cooperation and Cooperation in Labour Inspection and Employment Promotion.
Others cover cooperation between our two Transport ministries, visa free travel for holders of diplomatic and service passports and collaboration in diplomatic training.
Every Government policy or programme goes through a journey before it is announced. Much of that journey happens in Ministries, where proposals are prepared for Cabinet. At the Cabinet Office, we work closely with the officers who help prepare them.
This morning, the Cabinet Office, in partnership with the Kenya School of Government, began the third cohort of our training programme for these officers. We were honoured to have Hon. Geoffrey Ruku, Cabinet Secretary for Public Service, Human Capital Development and Special Programmes, as our Chief Guest.
Their work matters to every Kenyan. Through careful preparation, proper consultation and close follow-up, they help turn Cabinet decisions into action that people can see.
I thank the Kenya School of Government for walking this journey with us. Each officer we train strengthens the public service. #BETA
Four years in public service is simply not a measure of time. It is a measure of responsibility; to strengthen institutions, coordinate Government business, follow through on decisions and keep the citizen at the centre. Four years later, the purpose remains the same: to serve Kenya.
The work continues. #BETA
Trust is a global public good. The strength of our institutions, the prosperity of our economies and the future of our global order ultimately rest on it.
As the inaugural #TrustSummit: Nairobi Dialogue on Global Trust concludes, Kenya reaffirms its commitment to advancing trust through accountable institutions, inclusive governance, meaningful public participation and public services that respond to the needs and aspirations of citizens.
Held under the theme “Weaving Trust: Binding Strands for a Stronger Global Order,” the Summit underscored the importance of strengthening trust within societies, between nations, across economies and in the digital age.
The Nairobi Declaration and Call to Action provides an important foundation for translating these commitments into sustained, collective action. Rebuilding trust demands more than dialogue; it requires integrity in leadership, fairness in our institutions, predictability in our policies and the consistent delivery of our promises.
Kenya remains committed to working with governments, institutions, development partners and citizens to advance a more inclusive, accountable and trusted global order. Order that gives every nation a meaningful voice and leaves no community behind.
Trust is built through action, sustained through accountability and strengthened by the confidence we inspire in one another.
I am honoured to have closed the Summit on behalf of the Deputy President of Kenya H.E. @_KithureKindiki .

Joined the people of Tharaka Nithi at Kathwana Stadium as we brought government services closer to the people. What better place to advance this mission than Kathwana, the County headquarters?
Together with leaders from the Mount Kenya Leaders Caucus, we engaged the public, listened to their concerns, and reaffirmed our shared commitment to ensuring that government services are accessible to every Kenyan, wherever they are.
The Government remains committed to taking serving Kenyans better, promoting equity, inclusion and equal opportunities for all.

Some lives are measured not by the years they span, but by the hope they awaken and the courage they leave behind.
#Raila Odinga was one such life. The Enigma. A son of Kenya whose journey became part of our nation’s story. Though he may be gone, his legacy will endure in the hearts of those who dare to believe in a better Kenya.

🎥Cabinet Secretary Mercy Wanjau has urged women to pursue leadership positions, expressing confidence that the two-thirds gender principle will be realised.
Speaking at a women’s leadership forum on October 13, 2026, she reaffirmed the government’s commitment to protecting women from violence and ensuring their safe participation in elections

It is a good time to be a woman in Kenya today #CatalyzingWomensLeadershipfor2027 @unwomenkenya @KEWOPA @KenyaGovernors @KBCChannel1 @PsgAnneWangombe @hannawcheptumo @gender_ke
Women’s leadership is essential to building a more inclusive, equitable and prosperous nation.
Today, I joined elected, nominated and aspiring women leaders at Catalyzing Women’s Leadership for 2027 and Beyond, an engagement organised by UN Women and the G7 Women Governors’ Caucus. The discussions centred on advancing women’s leadership and strengthening their participation in decision-making.
As we look towards 2027 and beyond, we must create more opportunities for women to lead, influence policy, shape governance and contribute meaningfully to our national development agenda. This requires deliberate action, stronger partnerships and a shared commitment to dismantling the barriers that hinder women’s full participation in leadership.
