Phil Lyman Calls for Immediate Revocation of Utah Compact on Immigration, Citing Harmful Policies and External Influence
SALT LAKE CITY, UT — Phil Lyman, former Utah state legislator and 2024 Republican gubernatorial candidate, today demanded the immediate revocation of the Utah Compact on Immigration, arguing it underpins the state’s flawed immigration policies and prioritizes external interests over Utahns. As the 2024 Republican convention winner, Lyman has consistently championed commonsense immigration reform, spotlighting the compact’s ties to influential global networks, including George Soros’ Open Society Foundations.
“The Utah Compact on Immigration is a deceptive framework that misleads the public and undermines Utah’s values,” Lyman stated. “Governor Cox and elite power brokers have allowed outside influences, like those tied to George Soros’ Open Society Foundations, to shape policies that strain our schools, hospitals, and housing resources. Utahns deserve better—revoking this compact is the first step to restoring policies that put our citizens first.”

Utah's political leaders have spent the last 5 years hiding publicly accessible tools and resources to protect non-white and foreign criminals.
In 2021, the GOP-controlled legislature passed HB 228, which classifies mugshots as a "protected record" and restricts their release.
In 2026, after years of citizen journalists exposing the prevalence of foreign-born arrests, Salt Lake County stopped releasing Country of Birth (COB) information in arrest reports to "comply with state privacy requirements."
And all of this was done with a Republican governor and supermajority in the legislature.
