SCOOP: Senate permitting deal on the rocks after Trump administration targets a fourth offshore wind project, New England Wind.

Dems face a tricky choice if Sherrod Brown returns to Washington.
Restore his seniority or have him start at the bottom?
@ChrisCoons: “Some accommodation that recognizes he would not be a rank freshman would make sense."

Multiple committees — including Foreign Affairs, Oversight and Science — are looking at investigating Musk if they have the gavels.
From DOGE to Ukraine, the uberwealthy GOP donor could be an irresistible target.

New: Katie Bailey, the new OLA Director, could inherit a chaotic Congress next year — especially if Democrats prevail in the midterms.
The longtime former congressional aide with wide-ranging experience in oversight and investigations is a telling choice at a time when Washington could be heading toward divided government.
“The administration is confident it’s going to be successful in the November elections,” her predecessor James Braid told me in an interview, when I asked about the possibility of a split government.
“But in the event that it’s not, dealing with congressional oversight, Katie has perhaps the single best possible resume for that.”

NEW: More Americans believe tech CEOs are Republicans than Democrats — and that extends well beyond Elon Musk.
More Americans think Anthropic's Dario Amodei is a Republican than a Democrat. Ditto for OpenAI's Sam Altman. Ditto for Anthropic and OpenAI employees. What that means for the industry: politico.com/news/2026/10/19…

NEW — Two weeks out, Republicans are already spending significant time discussing who to blame on election night if they suffer big losses.
It’s a vicious cycle as Rs start to point fingers, publicly and privately, at the NRCC, Senate GOP, Roger Marshall, Trump himself and more. Trump political aides are calling campaigns they feel aren’t performing well enough.
“If it happens, there will be plenty of blame to go around,” said Rep. Jeff Van Drew (R-N.J.), who is in his own tighter-than-comfortable race.

NEW — Retiring GOP Rep. Mark Amodei of Nevada on the current landscape:
“There's absolutely no, ‘Yeah, I'd rather be us than them.' It's like everybody better button up their chin strap and be ready to play through the fourth quarter.”
Amodei tells @politico he will “absolutely not” vote for Trump-endorsed David Flippo in his once-safely red #NV02 - amid stolen valor and other allegations.
Trump won the district by 14 points. Amodei is "strongly considering" voting for the Independent more than ever. GOP officials have been weighing whether Trump should campaign in the area to boost Flippo.
