Paradis was badly damaged in a war, we have no idea how many people died there. And for Floch, the alternative would be joining the Alliance to end the genocide earlier.
Also, Eren literally pitted the world against Paradis by killing every delegate!
Eren, who Floch fought for, killed 80% of the entire world's population, and was of course to kill almost everyone else. Floch was literally one of the worst people alive in the show; far worse than the Warriors, who killed ~20% of Paradis's population.
If you exclude stuff like Seattle's RapidRide and maybe LA's G & J lines, buses in general are poor-coded in the US. A train is almost always better than a bus.
