Cabinet Decisions from the sitting of 26th October, 2026 Cabinet reversed the proposal to develop Constitutional Square (City Square). Site retains its protected legal status. The square is a protected heritage site since 2007 under the Museums and Monuments Act 2023 and Heritage instrument 2024. Cabinet approved additional 6 acres for the UN Regional Service Center in Entebbe. Established in 2010, the center provides finance, HR, logistics and ICT support to UN missions globally. Cabinet also approved Uganda’s National Report for the 4th Cycle of the Universal Periodic Review (UPR) to the UN Human Rights Council. In this report, we look at Progress, challenges, and recommendations. The areas covered include human rights, access to justice, women and children protection, refugee protection, education, health and climate. Approval doesn’t mean all challenges are solved but rather presenting our record, progress and gaps transparently for peer review.
