I remember the times (around 2000) when I was a believer in the relevance of metrics. Given enough time and enough wrong incentives, humans find ways to pervert any concept, no matter how sound.

Mockery of using metrics to evaluate science. Metrics is for lazy people who can count but do not want to or have no expertise to read papers to evaluate the work. Unfortunately these people often control resources.
Our paper just got covered by @Nature. We went under cover and contacted a "citation boosting" service. We managed to buy citations that appeared in a Scopus-indexed journal, providing conclusive evidence that citations can be bought in bulk!! nature.com/articles/d41586-0…
