After reading a few comments about how the legislation may be too vague and inadvertently cover acts such as kissing and oral, I double checked the legal definitions and standard consensual oral sex does not fall under the strangulation/suffocation ban.
Statutory guidance specifically targets neck constriction, ligatures, and severe breath-play practices.
