HB 1082 failed to pass for 3 consecutive years with Rep. @kadyn_wittman as its sole champion. But when freshman Sen. Wipf reached across the aisle to partner with her, the pair successfully helped move the bill from stalled to signed into law.
Clearly, bipartisanship can drive meaningful change!
