The strict DTSP regulations (in effect Jun 30 - next week!) makes this less likely.
You can not operate out of Singapore without full licensing. And there is no grace period.

The UAE will be a major beneficiary. This is why Dubai has in just two years become the dual capital of the blockchain world, along side New York City.

Singapore (MAS) issued new DTSP regulations under the Financial Services and Markets Act, effective June 30, 2025, with no grace period. DTSPs, covering entities in Singapore providing digital token services abroad, must obtain a license or cease operations. Unlicensed individuals like developers, KOLs, and project leads, as well as institutions like exchanges and DeFi protocols, face high risks.
