Tories alleging that Healey - the man of principle who quit over DIP - might actually be *cutting* defence spending
In the next two financial years, the budget for the MOD will be £1bn a year less than Rachel Reeves planned when the DIP was published in June.
The total departmental spending can be calculated from the Budget Red Book pages 145-147. When compared to the DIP settlement, the Tories claim it shows that Labour are cutting £1bn a year from the MOD budget for the next two years.
Why? It appears that they are forecast to spend less than expected on pensions. Rather than the MOD being allowed to reuse this Resource Department Expenditure Limit, the Treasury has kept it

A massive row is breaking out over defence.
The Tories accuse Healey of quietly cutting the military budget by £1bn a year for the next two years.
Red Book figures show the Treasury clawed back cash when military pension costs came in lower than expected, rather than letting the armed forces reinvest it.
James Cartlidge calls it a “complete dereliction of duty.”

It’s protocol for the government to send the leader of the opposition a copy of the budget during the morning.
Badenoch just thanked Healey for advanced sight of the speech but pointed out it was heavily redacted.
Obviously intentional to make it as difficult as possible for her to reply.

KATE, PRINCESS OF WALES, failed to attend the memorial for the 144 who died when about 100,000 tons of black slurry avalanched down the mountainside at high speed engulfing Pantglas Junior School just as morning lessons had begun.
Since that figure included 116 precious little children, mostly aged 7 to 10, the age of Prince Louis of Wales, Kate’s longstanding claim to be concerned about children’s welfare is called into bleak question.
Two reasons have been given as to why Kate failed to attend. Firstly called ‘strategic’: that all the focus would be on her drawing attention away from the main reason for the memorial.
Well, no Kate, this is arrogant vanity in what was one of the darkest tragedies in modern Welsh history and people were much more concerned to focus their minds on the precious little lives lost than which designer outfit you chose.
Secondly, there was concern (yet again, ye gods!) to protect your immune system from what would be chilly weather as you recover from a cancer long past concern. Yet it appears this was not a worry when you are supposed to have recently climbed three mountain peaks threatened by icy conditions. Or perhaps popping off to world-renowned luxury alpine resort Courcheval for a few days skiing every now and then?
No. You are a fraud Kate. PRINCESS OF FAILS seems more appropriate and your choices might well cause some Welsh people to ponder how they are valued as a sovereign state of the United Kingdom,
