Miyuki Hino (UNC-Chapel Hill) says 10 houses are built in NC's floodplains for every 1 house removed via buyout. No relation between CRS and housing development, tho cities with 10+ buyouts tend to put fewer new homes in floodplain, so... maybe there's learning?
