Efficiency is seldom the cheapest resource anymore.
Energy efficiency is basically bounded by the marginal cost of building solar to meet that load.
This means most efficiency projects no longer pencil.

Two goals must be met to finish by 2050:
1. Every AC must be a heat pump by 2030.
2. 85% of HVAC installs are emergencies, this must be addressed through HVAC contractors, no time for a new vertical.

Frankly I really like the fail fast attitude of Starship. Let's try stuff and blow it up, learn, improve, then go again.
In my world there's a ton of navel gazing and arguing over specification sheets, but the real learning comes from doing stuff - FAFO.
Knowledge unapplied is useless, and the source of knowledge is experience.
