There is a element of @NoLabelsOrg that strikes me as similar to what those in the autocratic countries of Eurasia (eg Belarus or Russia) would call Контролируемая Oппозиция (controlled opposition}. The purpose behind the scenes is to get elements of the well intended democratic opposition to divide themselves while the leadership pushes narratives that ultimately aid the authoritarian autocrat and their forces by making them morally equivalent to the leaders of the forces of democracy.
