Until about the 1960s-70s, Tamil Nadu was as poor as many other north India states of India which had more political representation and power at the Union.

The reasoning in this order is that this is not a statutory body. But the fact is that neither the Tamil Nadu State Law Commission nor the Law Commission of India are statutory bodies; both are constituted by executive orders.
Tamil Nadu’s State Law Commission has existed from 1994 - all constituted through G.Os. Yet, in 2025, the previous Government constituted a separate High-Level Committee on Union–State Relations under Justice Kurian Joseph
No past reports of the State Law Commissions are available on GOTN's website or elsewhere for perusal.

No surprises here; it would be unreasonable to expect the current dispensation to understand the significance or necessity of reviewing ‘Union-State relations’.
Anyway, this Government would not have accepted the report nor acted on it, so there is no sense in Justice (Retd) Kurian Joseph and the members of the Committee continuing with their work.
