2. The president has no legal power to disband an independent commission.
On article 112, indepen. commissions are separate from the admin. Only parliament can disband them!
President @HassanSMohamud has today disbanded the Independent Anti-Corruption Commission & the Judicial Service Commission on grounds that their formation did not meet the legal and constitutional test.
The President also directed Cabinet to reconstitute the two bodies afresh.
