From fragile states to NATO states, the question is often asked: How to build #defense 🪖 & #security 👮‍♀️institutions that are affordable, well-governed, & effective? Our book focused on budgets & following the💰to link security with economic development 👇

Listening to Bach’s Air on the G String feels like letting your mind slowly settle, your worries gently fade, and everything fall into harmony with the music’s peaceful flow.

CHART OF THE DAY: Global electricity generation in absolute terms, by source. A senior @IEA official, who shared the chart on LinkedIn, said coal was, for the time being, "the undisputed leading source of power generation." Perhaps we should spend more time talking about that?

Capital with a compass: How to unlock investments in the hardest places As global development shifts from aid to private capital mobilization, fragile states are the ultimate frontier — political, social, security, and economic forces combine to produce the opacity and noise that deters investment even where opportunity exists. My new piece for @BrookingsGlobal argues that MDBs and DFIs need a dual strategy: ➡️ Governance is the foundation. It determines whether infrastructure gets built and works, whether capital flows, and whether investment strengthens stability or entrenches predatory power. ➡️ Strategic intelligence is the means. Fragility is, in part, an information disorder. MDBs hold the underused intelligence to help private capital navigate risks and opportunities in fragile states. These are exactly the kinds of challenges I enjoy helping institutions navigate. Grateful to @BrookingsInst and @Shanta_WB for hosting this piece, and to Junjie Ren for bringing it across the finish line. brookings.edu/articles/unloc… #fragilestates #frontiermarkets #developmentfinance #geopolitics

Alongside their devastating human toll, conflicts impose large & lasting economic costs. Economic activity drops sharply in conflict‑affected economies, down by 3% at onset & reaching cumulative losses of nearly 7% within 5 years. This exceeds the costs of financial crises and severe natural disasters. imf.org/en/publications/weo/…

Fragility does not stop at the border. It impacts neighboring regions through cross-border insecurity, migration, refugee flows, and trade disruptions. Addressing fragility in any country supports broader global stability. More in our blog. imf.org/en/blogs/articles/20…

When States Break, Economies Follow Fragility is a lens through which some of the most consequential risks to global stability come into focus. About 38 economies home to 1 billion people are fragile and #conflict-affected, while other emerging markets and richer countries suffer from social stress, inequality, polarization, or violence driven by organized crime. These forces fundamentally distort how economies operate. In a time of greater #geopolitical fragmentation, understanding the fragility spectrum is central to assessing country #risks and opportunities for anyone tracking the global economy. In our new paper, we show what happens to economic performance when the forces of #fragility intensify. When institutions are weak, fiscal weakness creates self-reinforcing vulnerabilities, and shocks hit harder. We also look at what policies leaders can implement to strengthen the state and make it an enabler of growth and resilience. imf.org/en/publications/depa…

It’s 35 years since the Romanian revolution and the fall of Ceausescu. Time to bring out a magazine I bought all those years ago...in Moscow.
