All of the former Republics have views this way, they are all dominated by nationalist parties that felt they were screwed over by the USSR. We can disagree with them, but not project ideas that they are tsarists.

His complaint is that the USSR dealt with territory for transactions, and that it didn't actually allow the Republics any sovereignty. He doesn't say he wants a Russian Empire, nor does he mourn it. Him being a Russian nationalist makes his position quite expected here.
