Majin Hexa grew to become extremely powerful thanks to her knowledge on magic, becoming known as a Magi Goddess due to said power. On her own she managed to unlock God Ki, and can use it in tandum with her Majin Magic. She was fascinated by the new Universe and sought to conquer it for her own gain before any GoDs were assigned to it. She was stopped before she could though, as Fairy Queen Titania also held interest in the new Universe 18, so she interfered in Majin Hexa's plans, failing them by sealing the Majin away in a prison located in the Unknown Regions of Universe 18. There, Majin Hexa remained sealed for eons, only recently has the seal begun to weaken due to the major conflicts that have occurred in the Unknown Regions such as the Prophecy of Legend Saga and Sol-Oros Saga.
