VIDEO | Delhi: Advocate Shashank Ratnu, counsel for the petitioner, on the Supreme Court's judgment on OBC creamy layer reservation in UPSC examinations, says, "Today's judgment is historic as it reaffirms the March 11 judgment. The OBC creamy layer will be determined as per the 1993 Office Memorandum (OM), based on service status and agricultural landholding, not salary and agricultural income. The DoPT was wrongly and arbitrarily disqualifying IAS and IPS candidates on this basis. The Supreme Court has granted a further eight weeks for implementation of the March 11 judgment and clarified that there must be a uniform definition of the OBC creamy layer across the country, without arbitrary application by any department. The criteria will include the service category of parents and their agricultural landholding. Around 60 people were direct parties to the case, while more than 100 were indirectly affected over several years. This judgment addresses an injustice that had continued for nearly a decade."
