On 25 October 2026, 🇧🇷Brazil will decide which model of economic and social development it wishes to follow over the next four years. On the one hand, candidate @LulaOficial is seeking a fourth presidential term with the aim of consolidating and extending his developmentalist policies. In contrast, @FlavioBolsonaro, son of former President Jair Bolsonaro, is striving to become president for the first time, seeking to revive and deepen his father’s conservative agenda.

I wrote this note as a way of coping with Perry Mehrling's passing, and hesitated for a while before sharing it. I hope it can find its place in our communion of grief. Here goes:

There is a mountain of unworn clothes in the driest desert on earth, large enough to be photographed from space. It grows by 39,000 tons a year and almost none of it will ever rot.
The Atacama, in northern Chile, is a place where it may not rain for a decade. On its edge is a duty-free port called Iquique. Every year about 59,000 tons of clothing arrives there from Europe, America and Asia. It is last season's stock that never sold, and the bags people leave at charity shops.
Dealers pick through it for anything they can resell across South America. Two thirds of it is worthless. Nobody will pay to ship it back out, so lorries drive it into the desert at night and tip it.
The local landfill refuses to take it. The reason given is that the clothing does not biodegrade and is full of chemicals. Most of it is polyester, which is plastic, and in a place with no rain and no soil life it will lie there for centuries. Some of it is set alight, and the smoke drifts over a town of 100,000 people.
In 2025 a Chilean court ruled that the dumps had done serious damage to the land.
For most of history this could not have happened. Clothes were wool, linen and leather. They were worn out, handed down and patched, and at the very end a rag merchant paid for the scraps. In Yorkshire, from 1813, old woollens were shredded and spun into new cloth. Anything left went on the fields, where wool breaks down in months and feeds the grass.
Nobody ever had to find a desert for worn-out wool. We invented a fabric that cannot die, and then we started making it to be thrown away.

We are deeply saddened to share the news that Perry Mehrling passed away this morning at the age of 67.
Perry was the father of the Young Scholars Initiative. He believed profoundly in young scholars, in their ideas, and in the importance of creating a community in which they could learn from one another and find their own voices.
Perry, you leave an enormous hole in our midst. Our hearts are aching, and we will miss you dearly.
The YSI community will carry your legacy forward. Your ideas, your generosity, and your commitment to generations of young scholars will remain with us.
Thank you for everything, Perry.
Chapter 2 — Daniel W. Bromley
Daniel Bromley asks a difficult question: what does individual freedom mean when people bear responsibility for risks produced by institutions they cannot control?

This is insane.
US Secretary of State Marco Rubio just gave one of the most explicitly pro-colonialist speeches I have seen in the 21st century.
The US empire wants Europe to help it recolonize the Global South.
Rubio praised Western colonialists for "settl[ing] new continents, build[ing] vast empires extending out across the globe".
Then Rubio complained about the Global South's decolonization, portraying it as a sinister communist plot.
Rubio lamented: "The great Western empires had entered into terminal decline, accelerated by godless communist revolutions and by anti-colonial uprisings that would transform the world and drape the red hammer and sickle across vast swaths of the map in the years to come".
Rubio delivered this speech at the Munich Security Conference, surrounded by European leaders, who gave him a standing ovation. They loved the pro-colonialist diatribe.
The US secretary of state insisted that North American and European imperialists should unite in order to reverse "the West’s managed decline", to revive "the West’s age of dominance", to "renew the greatest civilization in human history".
This is a blatant call by the US empire to resuscitate Western colonialism and recolonize the Global South (which represents the Global Majority).
What the US empire did to Gaza, Venezuela, and currently Cuba is what it wants to do to the entire Global South.

We lost our colleague and friend Anwar Shaikh yesterday. The moment is still too shocking and raw to offer a fitting celebration of his contributions to critical and radical economic thinking across five decades. For now, let his own words to @histmat journal describe the analytical and political visions Anwar left for us.
