If the ball is inside the 1, there’s at least a chance for a safety. Taking a knee in a crowd with a defense bearing down doesn’t seem like a good plan - especially if you have to do it multiple times.

Let’s say your team is driving and is down by 9. 1:50 left. What’s more likely - getting an onside kick after the touchdown and kicking a field goal to win or intentionally fumbling the ball out of bounds through the end zone, causing a safety, and then driving for a TD?

Instead of giving the defensive team the ball at their 20, give them the ball 1 football length from the goal line .
There should still be a consequence for fumbling in that spot and a turnover feels adequate.

I don’t think the fumble-end zone-touchback rule should change. I think players should be better about not fumbling - in fact I’d be down for any fumble out of bounds to result in a change of possession.
