In 2004, SF Mayor, Gavin Newsom, designed a 10-year plan to end homelessness in San Francisco. The Ten Year Planning Council submitted the plan in 2004. San Francisco’s most recent Mayor, Dan Lurie, announced a new plan that will “transform” the Homelessness & Behavioral Health crises. The audit of the Los Angeles Homeless Services Authority (LAHSA) showed a “grim picture” of their operations: Billions of taxpayer dollars has been spent with “little transparency or measurable success” re: reducing homelessness.
