Dok se u razvijenim zemljama betonski opločnici polažu suvremenim strojevima koji u jednom zahvatu postavljaju čitave slojeve blokova, u Hrvatskoj se i dalje oslanjamo na ručni rad i jeftinu uvoznu radnu snagu. Umjesto ulaganja u tehnologiju, produktivnost i brzinu izvođenja radova, biramo spore i radno intenzivne metode. Ono što stroj može napraviti za nekoliko sati, radnici ručno rade danima. To nije napredak građevinarstva, nego tehnološko zaostajanje koje se pokušava nadoknaditi jeftinom radnom snagom.
