They are not correctly wired to follow the traffic rules and regulations.
Many individuals in this community struggle to adhere to traffic rules and regulations, likely shaped by the circumstances of their challenging environment. To foster safer roads, we must address the underlying issues that contribute to this behavior and offer support and education.
Perhaps their lifestyle also runs like that in that acutely ghetto environment.

The root of the problem is the Regional Transport Office (RTO), a notoriously corrupt agency that profits from issuing licenses to inadequately trained drivers. Every RTO engages in bribery, accepting payments from reckless learners, which allows unprepared and dangerous drivers to enter our roads.
This grave misconduct not only compromises public safety but leads to tragic accidents and loss of life.
