I've been waiting for the Fed's PPSI anti-tying rules to come out for months, and while I've only had time for a skim, I am a little surprised by the approach they took. If anyone else is digging into the anti-tying aspects of PPSI offerings, I'd love to get a feel for how you're approaching it.
I originally began my analysis from the perspective of a former 1LOD nonmember state charter banker that had to worry about bundling nontraditional products for pricing purposes. I'm less concerned about the rules that apply directly to PPSIs (which will hopefully be straightforward), and more concerned about the Reg Y implications for banks that form PPSI subsidiaries. E.g., if you require a customer to open a checking account to redeem a stablecoin, is that a Reg Y issue? What about only off-ramping your own stablecoin? Allowing stablecoin balances to count toward minimum balance requirements? Etcetera.
