The answer is easy. Because conferences are clearly protecting their programs that are most likely to make the playoffs.
This is most certainly a foul for targeting (leads and makes forcible contact to head/neck of a defenseless receiver with the shoulder).
Of concern is why did the dialogue with the command center go quiet for a period just before making the decision to reverse? We never heard why they reversed.
