honestly the federal government owes it to St. Louis to allow the National Park Service to develop the vacant lands around the Gateway Arch into a neighborhood. It is a fantastic location that is totally wasted on unused park space, and if they built a dense, walkable, family-friendly neighborhood there, the area would probably pop. Yes, I know there's a flood risk, and that can be mitigated by the location and elevation of buildings, and also keeping the ground floor for garages and shops and putting occupied floors above them.
