Rayner is so unconvincing. Close your eyes and just listen to her voice. She doesn’t believe a word that comes out of her own mouth. Our government are held captive by vested interests. Meanwhile bankrupting our once great nation. So sad.
LABOUR IS BACKTRACKING
It’s now a top-tier political issue, with @bbclaurak drawing a car-crash performance from @AngelaRayner.
Rayner refused to give leaseholders a cast-iron guarantee that the cost of extending a lease or buying out the freehold will come down.
Yet that was Labour’s position in opposition.
Labour warned that governments could be “lobbied by vested interests” into setting enfranchisement rates “that will be punitive for leaseholders”.
And @mtpennycook even tabled amendments to the legislation that became the 2024 Act, seeking to make premiums “as cheap as possible for leaseholders”.
Yet for the past two and a half years, the government has been stalling on the commencement of these enfranchisement reforms, already on the statute book, claiming they will only come into force once it has made “fixes” to the 2024 Act through the forthcoming Commonhold and Leasehold Reform Bill.
But Pennycook’s opposition amendments, which sought to establish a “guiding principle” of “reducing premiums for leaseholders to their lowest possible level”, are not being carried forward.
Look at the small print of the government consultation on lease extension and freehold buy-out rates that neither Rayner nor Pennycook publicised in the media. It opened on 15 July without an awareness campaign and closed on Wednesday.
Once these rates are picked by Ministers, they are locked in for 10 years: what leaseholders must pay.
The policy will decide whether leasehold will live or die.
Leaseholders were left out in the cold again, while the consultation’s obscure legal and technical jargon favoured freeholders and their lawyer and valuer lobbyists, who will have flooded it with responses.
Even our supporters who are economists, have PhDs, or have backgrounds in finance and regulation said they had never encountered a more exclusionary or gamed government consultation in their lives.
But buried in that consultation is Labour’s U-turn, in paragraph 14:
“… it is not intended to use prescribed rates in and of themselves, as a means of further reducing premiums for leaseholders”.
The enfranchisement rates policy is now merely to:
“... reduce the potential for dispute and provide certainty for leaseholders, freeholders and professionals as to what to expect from this part of the enfranchisement process.”
So much, then, for Labour’s manifesto promise to “act where the Conservatives have failed and finally bring the feudal leasehold system to an end”.
No wonder Rayner and Pennycook are lashing out.
Note the sass when Rayner invokes the Prime Minister, as if @andyburnham saying the right things about leasehold were enough to guarantee that this government will ensure a policy agenda repeatedly captured by vested interests finally favours leaseholders, not the property mafia.
All the evidence of the past two and a half years, the excuses, foot-dragging and U-turns, points in the opposite direction.
And Rayner acts as if journalists in a democracy need ask no further questions about this vitally important issue.
We want to work with the Prime Minister and his Number 10 team to get these reforms right, but we’re being shut out.
It doesn’t help when the PM’s housing minister is calling the government’s U-turn “misinformation”.
We’ve run this campaign long enough to know that talking is not the same as doing.
And leaseholders are rapidly running out of time.
Ending leasehold is the test of the Burnham government, whether they want it to be or not.

Matthew Pennycook is a widely respected minister.
To insinuate that the government "knowingly left" specific flaws in this legislation is totally disingenuous and entirely wrong. I was the minister responsible and I worked closely with officials, after I left government I sat on the bill committee that scrutinised this. I do not recall Pennycook ever mentioning these flaws while he was shadowing me or my successor.
He is talking about technical legislation drafted by government lawyers. The same ones that advised us, and are now advising him. Drafting errors occur every single day in government business, that's why governments put down amendments to their own legislation every day in both houses. Pennycook knows this full well.
I've been the first one to say we made mistakes in government and we got things wrong. But for Pennycook to make this allegation quite shameful and I hope he takes it down and apologises.
I've put down PQs on these so-called "flaws" and I've attached answers from the government to this post. Judge for yourself. We were making the running on this, after years of inaction by successive governments
And had he and his Housing Secretaries had the best interests of leaseholders at heart, as soon as he had got his feet under the desk and discovered these drafting errors, they could have taken action. It's now more than two years since they won a landslide and they've not tackled it. So spare me this type of misinformation and criticism!

Ignore the misinformation.
We need to fix a small number of specific flaws that the previous government knowingly left in its Leasehold and Freehold Reform Act 2024 to ensure that the enfranchisement measures in that piece of legislation can operate as intended.
We have made clear we intend to make those fixes through our forthcoming Commonhold and Leasehold Reform Bill.
Once we have done so and can implement the new valuation process, it will be cheaper and easier for leaseholders to extend their lease or buy their freehold.

You were elected to 'bring the feudal leasehold system to an end'.
You're not doing that.
Are you.

No misinformation. Simply a very large number of angry leaseholders to whom you have refused to listen. You are mesmerised by professional bodies & lawyers. It’s quite bizarre but the result is a Bill that we, who live w leasehold hell, know will solve nothing.

You are the one peddling misinformation!
In opposition, you called for a “guiding principle” that enfranchisement premiums be set as low as possible for leaseholders, slashing the costs of lease extensions and freehold buy-outs.
Yet paragraph 14 of a government consultation you conspicuously didn’t publicise, which closed on Wednesday, U-turns on that principle.
We have the receipts.
Your government is proposing “fixes” to the 2024 Act through the Commonhold and Leasehold Reform Bill, yet you’re silent on reviving your opposition amendments “to make premiums as cheap as possible for leaseholders.”
How convenient for the freeholder lobby...
She won't,
Seven years of this and no solution @Sagal_AW. Will you stand up where @Keir_Starmer didn't?
The building sector has clearly failed, and consumers carry the risk.

Why is @AndyBurnham and @AngelaRayner pushing a new law to allow illegal defects to stay on blocks of flats?
The Building Safety (Remediation of Unsafe Cladding etc) Bill and associated PAS9980:2026 guidance is due to pass through parliament shortly.
We call for PAS9980 to be amended to re-define "tolerable" to ensure all unlawful defects are fixed. Something we didn't think we would need to ask for after the horrors of Grenfell.
@mhclg @GideonJAmos @KirstieMAllsopp @AlPinkerton @mtpennycook @The_ABI_UK @GrenfellUnited @EOCS_Official @NonQualifyingLH
This is #RipOffBritain yet @UKLabour we are still waiting for meaningful action to this exploitation. So far we have seen nothing to tell us @andyburnham is going to be any different from his predecessor! #StopTheRotAdoptTheLot!

2 million homes are on estates hit by the Grass Tax. Is yours one of them?
If you live on an estate with a management company, you pay full council tax just like everyone else. You also pay an estate charge to look after the green spaces. On top of that charge, you pay VAT!
Wonderful, maybe she will do the same if you spoke up about privately managed estates and leasehold issues too @MartinSLewis
When I met Angela Rayner to campaign for change to overly aggressive council tax debt collection, with its unprecedented rapid escalation to balliffs, she nodded like most politicians do.
I explained it was destructive for individuals, councils and the economy. She listened more then said she'd change it. I was sceptical. Yet a consultation was launched within weeks and delightfully the change announced within 18mths (its in place from next April) - bullet train pace for politics.
I've a rule that if I campaign for a politician (of any party) to do something, and they do it, I say thank you. Its important to recognise it. So thank you so much Angela Rayner for listening and more importantly acting. The changes coming are a great start.

They can change the NPPF and scheme of delegation in no time at all!! How long are we waiting for Easter management reform/removal
Every single Labour MP as you are a majority can put pressure on @mtpennycook and @andyburnham to stop this madness. @alistrathern, you have stuck your neck out to talk about this issue but all that work is undone when you promote the party line. Do better! #AbolishNOTPolish
Mr @mtpennycook @andyburnham would rather dripfeeds crumbs to us then abolish the system that exploits us outright. We have had ENOUGH. We demand that you listen to us! #StopTheRotAdoptTheLot

We are extremely disappointed by this announcement. We want this system abolished, not regulated. This is unforgivable. We didn't buy our homes to become unqualified litigators. Its actually incredibly insulting treating us like this. Its become clear that @andyburnham @mtpennycook are not going to help us, have you considered how much this situation is impacting our mental health!

Unfortunately, @Sagal_AW has not engaged, even ignoring correspondence from 2025.
@ZackPolanski has already met with us and offered his support.
Fifty-three Agar Grove sits at the heart of the north London constituency of Holborn and St Pancras, on a road bridging Camden Town and King’s Cross. Resident Dan Bruce bought a split-level new-build property there in 2019 for £850,000. The block and the homes within it are now plagued by damp and mould. Plaster has fallen from the ceiling or peeled from the walls. Owing to the defects, the property has lost all of its value. Bruce has racked up £500,000 in legal, professional and engineering costs. Each morning Bruce wakes up and – for a brief moment – fails to remember the reality he is living in. But then he remembers.
Whoever emerges victorious from today’s by-election is sure to find the case of 53 Agar Grove in their inbox. This race was triggered when Keir Starmer resigned from the seat on 1 September, MPs’ first day back in parliament after their summer leave. Bruce wrote to Keir Starmer 89 times. Starmer responded but the problems remained unsolved.
The contest is seen as a close fight between the Labour Party – which has held the seat since 1983 – and the insurgent populist Greens. Sagal Abdi-Wali, the leader of Camden Council, is standing for Labour. After high anticipation, the Green Party selected its leader, Zack Polanski.
Despite the local issues littering the constituency, the Holborn and St Pancras by-election has taken on national significance. Whatever the result, it will be claimed as a proof-of-concept by whoever emerges victorious.
