But Miller, Vought, and Clayton have been constructing quietly, for months a monetary and administrative architecture that routes around congressional oversight entirely. Not through emergency powers. Not through martial rhetoric. Through bureaucratic process engineering so granular that most members of Congress don't even recognize it as a power grab until the organizational chart they're trying to subpoena no longer exists. And in reality, it doesn't. Not in any way that will matter at this point anyway.
