Intersect Budget Administration Services Update 📊
On October 20 and October 21 Intersect executed the SweepTreasury function on its 2025 Treasury Reserve Smart Contract (TRSC) for the first time on Mainnet, returning 115,172 ada to the Cardano treasury from the 2025 Cardano Product Committee budget.

There are now two substantial donations to the treasury from @IntersectCPC. What we had left from business interviews and gatherings to build the vision and strategy for 2030 got returned to the ecosystem for future funding. We're working hard on Product Research Initiatives now.

A new chapter for GovTool.
Sireto is taking over day-to-day operational ownership and maintenance of GovTool.
Next: clean up the backlog, simplify local setup, reduce infrastructure overhead, improve contribution workflows, modernize the backend, integrate more closely with the Cardano ecosystem, and launch a Governance Digest.
The goal remains simple: make GovTool the best open-source governance tool on Cardano.
And we want to build that next chapter with the community.

This upgrade will unlock significant benefits for smart contract users and developers. It is the first of several improvements that are planned. It is very important to get both SPO and DRep support for this upgrade.

I am voting YES for "Cardano 2030: Vision, Mission, Strategy Framework and KPIs".
I have read these and did not identify any major issues.
There are some concerns, such as the fact that TVL KPIs are listed first and that their definitions seem somewhat vague. However, even taking these into account, the risks of moving forward with Catalyst, CBDAO, and Treasury Withdrawal without a Vision or KPIs are extremely high. Even if we read this many times and identify 100 small improvements, I believe that the first version should be approved as soon as possible.
If there are no major issues, I personally think it would be best to approve this first and make small improvements after approval.
The formulation of KPIs will not only have medium- to long-term effects, but is also expected to have the following short-term effects, which will greatly help the ecosystem from January 2026:
- It would be great if this were approved before the start of Catalyst F15 on January 12th, and an efficient F15 proposal that is deeply compatible with this roadmap would be listed.
- The weekly DM inquiries about Treasury Withdrawal could be discussed mainly based on compatibility with this Vision and KPIs.
