Only roughly 55% of registered Republicans voted yesterday. One of the reasons I see is that they were frustrated that nothing got done in the Senate. Thune refused to call votes to put people on the record. He refused to do anything about the filibuster; even something as simple as call for a talking filibuster. He refused to change any Senate rules.
Basically, he let the Democrats run the Senate, and that frustrated a lot of Republicans. I hold him partly responsible for Republicans staying home.
