Earlier today at the Carbon Markets Africa Summitin Kigali, Tohid Nowdel, Senior Carbon Pricing Officer at @GGGI_Rwanda, joined other speakers in the session themed โThe Rules of the Game: Article 6 and Africaโs Market Access.โ
He highlighted that Article 6 market access requires more than having projects and buyers: Countries need to translate international rules into national operational systems that can support credible authorization and transactions while safeguarding their own climate commitments.
He outlined four key building blocks for a functioning Article 6 framework:
1๏ธโฃ Strategic direction and safeguards aligned with national climate and development priorities, including clear decisions on what activities may be authorized and how NDC risks are managed.
2๏ธโฃ Clear governance and legal authority, with defined institutional roles, mandates, coordination arrangements, and an appropriate legal and regulatory framework.
3๏ธโฃ Operational procedures and infrastructure for project submission, assessment, authorization, transfer, tracking, corresponding adjustments, and reporting.
4๏ธโฃ Implementation capacity and transaction readiness, ensuring that governments can operate the system and that credible mitigation activities can move toward transactions.
Drawing on a rapid pulse check across eight African country teams where the Global Green Growth Institute|@GGGI is supporting Article 6 readiness, he noted that institutional roles and legal frameworks are relatively advanced in many cases, while progress remains more uneven in operational areas.
The pulse check also showed that establishing institutional arrangements and formal frameworks has generally been more straightforward than building the technical capacity and operational systems needed to implement them in practice.
The findings also suggest that the main constraints to moving from readiness to transactions are still largely domestic: strategy, technical capacity, authorization procedures, tracking and accounting systems, and the management of NDC risks, rather than simply a lack of buyers or finance.

As we continue our exploration of mitigation activities in Rwanda, today we turn our attention to a sector that supports livelihoods, food security, and climate resilience: agriculture.
Agriculture can contribute to climate action by adopting practices that reduce greenhouse gas emissions, improve soil health, and strengthen resilience to climate impacts.
Through Rwandaโs NDC 3.0, climate-smart agricultural practices provide opportunities to support sustainable production while contributing to emissions reduction efforts.
Examples of mitigation activities in the agriculture sector include:
๐ฑ Compost production: Converting organic waste into nutrient-rich compost to improve soil health and reduce emissions.
โฐ๏ธ Terracing: Creating stepped farmland to reduce soil erosion and improve water retention.
๐ Mulching: Covering soil with organic materials to conserve moisture and enhance soil quality.
๐พ Conservation agriculture: Applying farming practices that improve soil health while reducing emissions and land degradation.
๐ Improved livestock husbandry: Strengthening livestock management practices to increase productivity and reduce emissions.
โป๏ธ Manure management: Properly collecting, storing, and treating manure to reduce methane emissions and improve nutrient use.
These activities demonstrate how agricultural practices can support both climate mitigation and sustainable development outcomes.
These activities may also have carbon market potential, subject to meeting the applicable eligibility, methodology, and national requirements.
Next, we will explore mitigation activities in the Waste sector and how improved waste management can reduce emissions while supporting resource recovery.

As Rwanda advances greener and more resource-efficient construction, access to the right materials and equipment at the right quality and cost will be critical.
Today, @GGGI_Rwanda and @expertisefrance, in partnership with the Government of Rwanda through the @Rwanda_Housing (RHA) and @RwandaProcure, brought together government representatives, construction and engineering professionals, academia and other stakeholders to validate findings from the Market Study on Rwandaโs Green Building Materials and Equipment Market.
The study assessed the availability, affordability and supply of green building materials and equipment in Rwanda, providing evidence on market conditions as well as the opportunities and constraints affecting the uptake of sustainable construction solutions.
Of the 58 green building materials and equipment assessed, two were selected for deeper analysis based on market readiness, demand, lifecycle costs and supply chains. These findings will help identify practical opportunities to strengthen market uptake and inform the development of green public procurement guidelines for Rwandaโs construction sector.
The Market Study was conducted under the Green Public Financial Management (PFM) technical assistance programme, funded by the Agence Franรงaise de Dรฉveloppement | @AFD_France and implemented by Expertise France. The programme supports Rwandaโs efforts to integrate environmental and climate considerations into public financial management and public spending.
By strengthening the evidence base for greener procurement and construction, the study contributes to Rwandaโs efforts to build a more sustainable and resilient construction sector.

The third chapter of our #10YearsOfPartnership journey takes us into GGGIโs pioneering work in advancing Rwandaโs just and inclusive energy transitions.
In Rwanda, energy use contributes 18% of the countryโs 8.7 MtCOโe emissions, making energy efficiency (EE) central to its NDC 3.0 target of a 53% reduction in GHG emissions by 2035.
As one of the top 20 fastest electrifying countries globally, Rwanda recognizes the climate and economic benefits offered by energy efficiency. Scaling EE could cut emissions by 0.16 million tCOโ annually, unlock an EE market estimated at USD 70-75 million, manage peak demand, reduce the need for additional power generation, ease fiscal pressure, and lower electricity costs.
Over the past 10 years, @GGGI_Rwanda spearheaded pioneering efforts alongside the Government of Rwanda and partners to catalyze this transition. Working closely with @RwandaInfra, GGGI has supported efforts to strengthen the policy and investment landscape for energy efficiency.
