عودة القتل تحت التعذيب في سوريا الجديدة
جريمة قتل محمد غميرة ليست خطأ فردياً، ولا هي خطأ عناصر مخفر، بل هي نتيجة حتمية لسياسة المنظومة الأمنية في التعامل مع قضايا التوقيف والاعتقال، هناك عشرات حالات الإخفاء القسري المعلنة عدا غير المعلنة، وهناك تكرار دائم لقصص الضرب وإساءة المعاملة، وهناك يومياً حالات توقيف وسلب حرية على أي شبهة أو تهمة أو دعوى، وتحقيق بدون وجود المحامي أو إعلام الأهل، عدا حالات الاقتحام والمداهمة بأرتال أمنية في عدة حواث كما حصل في اعزاز وعين منين.
هذه الصلاحيات غير المحدودة وغير المراقبة للضابطة العدلية والجهاز الأمني لا تبرّر بإنجازاتها في ضبط الأمن أو بالتهديدات الداخلية والخارجية ولا بتركة النظام البائد، لأنها تؤسس تلقائياً لمخاطر أكثر جسامة في صدام الأمن مع الشعب، ولأنها خطأ بحد ذاته وتخالف القانون السوري والإعلان الدستوري، ولأن استسهالها يجعلها السلوك المنهجي الطبيعي الذي يهدد أي أحد، ومن البدهي والحتمي أن ينتج عنه حالات تعذيب ووفاة بسبب التعذيب.
لا يتحقق الانضباط وتصحيح الأخطاء أو القصاص من الجرائم بتغريدة مواساة أو ديوان مظالم عبر الحمام الزاجل، وإنما بإصلاح هيكلي للجهاز الأمني، وفرض بروتوكولات صارمة تحدّ من التوقيف، وتضمن حقوق الموقوفين حين يكون ذلك ضرورة، وتفرض رقابة دائمة على عمل الجهاز الأمني، هذا ضروري لحماية عناصر الأمن نفسهم من المحاسبة أيضاً، بفرض قيود تمنعهم من التعسف في استعمال السلطة، وفرض رقابة محايدة تمنع إساءة التأويل أو الاتهامات الباطلة حين تحصل.
لا يمكن أن يكون الأمن منظومة عليا فوق الرقابة والمساءلة، فهي في تداخل دائم مع المجتمع، وفي احتمال دائم لوقوع عنف منها أو ضدها، ولذلك فينبغي أن تكون جميع مراكز التوقيف والاحتجاز مفتوحة للرقابة المدنية بدون إذن، وأن تكون حقوق الموقوفين تحت اطلاع ورقابة المحامين وبضمانة مراكز محاسبة عند المخالفة من خارج جهاز الأمن نفسه.
ولكن للأسف حتى رصد وتوثيق الوضع الحقوقي متوقف عند المنظمات الحقوقية السورية التي أوقفت مهمتها الرئيسة والأولى، وتُرك أمر معرفة التجاوزات لنداءات من يتشجع من الأهالي على السوشال ميديا وبعد يأسهم من الوصول لحلّ عبر الطرق الرسمية.
ما دامت المنظومة الأمنية خارج رقابة مستقلة عنها، وخارج قيود صارمة لكل مراحل التوقيف والتحقيق، وما دامت فلسفة الثورة السورية ومبادئها في الحرية والكرامة والحقوق لم تترجم لقوانين وأساس فكري لعمل الدولة، فالأرجح أن محمد غميرة لن يكون "الخطأ الفردي" الأخير.

📍حققت سوريا إنجازاً مهماً في تقرير حرية الصحافة الدولي لعام 2026، إذسجلت ارتقاء تاريخياً بتقدمها 36 نقطة، وهو، بحسب البيانات المتوافرة، أكبر تقدم تحققه دولة خلال عام منذ إصدار التقرير قبل 25 سنة.
📍أصبحت سوريا في المرتبة 141 عالمياً بعد أن كانت في المرتبة 177 عام 2025 و179 عام 2024، والثامنة عربياً. ورغم بقائها ضمن القائمة الحمراء من حيث الوضع الأمني، فإن الأمل كبير في مواصلة الجهود لدخول قائمة المئة الأوائل، وهي مرتبة تليق بسوريا وشعبها.
📍نحن كمجتمع صحفي ممتنون لفخامة الرئيس الشرع، إذ تحقق هذا التقدم الاستثنائي في عهده، انطلاقاً من رؤيته بأن الحجب والتقييد أساليب غير عملية وإقصائية، وأن الحل يكمن في التنظيم لا في المنع.
📍يتماشى هذا الإنجاز مع خطتنا الاستراتيجية في وزارة الإعلام؛ فبعد عام "التأسيس وتأكيد الحضور"، نفتتح اليوم مع هذا التقرير عاماً جديداً شعاره "الفاعلية والتنظيم والتواصل" ضمن نهج مؤسساتي راسخ.

The detention facilities in Syria—including camps such as al-Hol—that house families of suspected ISIS militants have been a decade-long nightmare for all involved. Years of mismanagement have entrenched both inhumane living conditions and smuggling networks.
Whatever one’s view of how the situation evolved in recent weeks, two points merit clarity. First, Damascus has never regarded the indefinite detention of women and children in makeshift camps as either a sound counterterrorism policy or a humane one. Second, assuming the authorities would simply release thousands of ISIS-linked detainees without a strategy overlooks their long and costly history of fighting ISIS.

Why does the SDF detain children?
Footages published by SANA shows the release of detainees under the age of 18, who were being held by the SDF in Al-Aqtan Prison in the city of Raqqa.
These are not just “detainees” — they are sons and daughters, stolen moments of childhood, faces that should have been in classrooms and playgrounds, not behind prison walls.
Every single one of those young faces carries a story of fear, separation, and lost innocence.
No slogan, no justification, no security reason can ever explain why a child ends up in a cell. The very fact that we are forced to ask this question, again and again, is a wound in the conscience of humanity.
Seeing them walk out of Al-Aqtan Prison is a moment of relief mixed with heartbreak: relief that they are finally out, and heartbreak that they were ever there in the first place.

In its response to the statement issued by the so‑called “Autonomous Administration” on January 19, 2026;
📍The Syrian government affirms its rejection of any attempt to instrumentalize terrorism for political or security leverage with the international community.
📍It states that warnings concerning IS detention facilities constitute a politicized use of the terrorism file aimed at exerting pressure and preserving an authority imposed by force of arms.
📍The Syrian government underscores the readiness of its military and security institutions to continue combating terrorism, to secure all detention centers in line with recognized international standards, and to prevent any escape of I.
📍It warns the leadership of the SDF against any reckless measures that could facilitate the escape of IS inmates or the opening of prisons as a form of political pressure, describing such actions as war crimes and direct collusion with terrorism.
📍The Syrian government stresses that the restoration of state authority and the rule of law across all Syrian territory is, in its view, the only sustainable guarantee for definitively ending IS, addressing displacement, and rebuilding civil peace on the basis of justice, full national sovereignty, and equal citizenship for all Syrians.

Statement by the Syrian Government Regarding the Execution of Prisoners and Detainees in the City of Al-Tabaqa:
📍The Syrian Government condemns in the strongest terms the execution of prisoners and detainees in the city of Al-Tabqah in the countryside of Raqqa Governorate by the SDF and groups affiliated with the terrorist Kurdistan Workers’ Party (PKK), following their withdrawal from the area.
📍The execution of prisoners and detainees, especially civilians among them, constitutes a fully-fledged crime under the Geneva Conventions and is in flagrant violation of international humanitarian law.
📍This criminal behavior reflects the militia-like nature of the SDF and its methods of using civilians and prisoners as hostages.
📍The Syrian Government holds this organization fully responsible, pledges to the families of the martyrs that fair legal accountability will be pursued, and calls on the international community to condemn this crime.

President Ahmad Al-Sharaa @AH_AlSharaa has issued a decree affirming the rights of Syrian Kurds within the framework of a unified national Syrian identity that is diverse in its components:
📍 The decree stipulates recognition of the Kurdish language as a national language alongside Arabic, and the adoption of the “Newroz” as an official national holiday .
📍It also annuls all exceptional measures resulting from the 1962 census, thereby guaranteeing the restoration of full Syrian citizenship rights to all those who were deprived of them.
📍The decree directs state educational and media institutions to adopt an inclusive national discourse based on equality, and to prohibit all forms of discrimination on ethnic or linguistic grounds.
This step represents a historic shift that lays the foundations for a new national pact based on justice and partnership among all Syrians.
