It was a great event yesterday at the Baku Book Center for the launch of our book "The War for Karabakh: Strategy, Technology, and Victory." Thank you for attending @MammadovQaya as well as for your question. Honored to have you, @HikmetHajiyev and others in attendance.
Yesterday, I attended the presentation of the book The War for Karabakh: Strategy, Technology, and Victory, authored by American military experts Liam Collins and John Spencer, at the Baku Book Center. The presentation was followed by an engaging discussion on the lessons of the 2020 war and the 2023 anti-terror operation.
The book offers a comprehensive, objective analysis of the war, examining it at the strategic, operational and tactical levels. It is particularly valuable for presenting the victory not merely as a military achievement, but as the result of a sustained national effort.
I would highlight several important points from the book and our discussion.
First, Azerbaijan's victory was a national achievement, built on unity of purpose and decades of preparation. The Azerbaijani people were united around the objective of restoring the country's territorial integrity. Success required far more than military strength. It was preceded by years of state-building, economic and social development, diplomatic groundwork and systematic modernization of the armed forces.
Second, 2020 was the moment when opportunity met preparation. Azerbaijan was able to translate decades of strategic planning and investment into a decisive military outcome.
Third, the war was won primarily through effective command and control, operational planning, and the exceptional motivation, training and combat readiness of Azerbaijani soldiers. Modern technologies, including drones and precision weapons, were important enablers, but they do not explain the victory on their own.
The Battle of Shusha in early November 2020, which proved decisive for the outcome of the war, illustrates this particularly well. Highly motivated and well-trained Azerbaijani soldiers, operating in exceptionally difficult terrain without drone support, defeated enemy in close-range combat. It was a remarkable demonstration of the human factor in modern warfare.
Azerbaijan conducted the war in full compliance with international humanitarian law, as evidenced by the exceptionally low civilian-to-military casualty ratio of 1.5%, even when using figures reported by the Armenian side - a remarkably low ratio by the standards of modern warfare both in comparative and absolute terms, particularly given the scale and intensity of the fighting.
Finally, and most importantly, President Ilham Aliyev’s personal leadership was central to this achievement. His strategic vision and leadership in the years preceding the war, his political and military decision-making as Supreme Commander-in-Chief during the war, and his determination to consolidate its results afterward were key to achieving Azerbaijan’s national objectives.
Azerbaijan's victory deserves to be studied as a case of how national unity, long-term strategic preparation, effective state leadership and military excellence can combine to produce a decisive outcome.
I thank Liam Collins and John Spencer for their serious research and for contributing to a deeper understanding of this important chapter in our history.

MISSISSIPPI! Our race is too close to call. We are going to make sure every single vote has been counted, and I am confident we will ultimately flip this seat.
Voters know what’s at stake and we saw historic voter turnout in this election across Mississippi, including thousands voting for the first time.
There is a lot of work to be done and we are going to make sure every voice is heard.

Chuck Schumer had ONE JOB: Hold the line on protecting Americans’ health care.
Instead, 8 Senate Democrats broke ranks, helped Republicans end the shutdown, and walked away with NO guaranteed extension of ACA subsidies.
The shutdown ended. The health care crisis exploded.
Millions faced skyrocketing premiums, including my family, and Democrats lost their leverage. That’s failure.

Profoundly heartbreaking to see voters from Texas to Minnesota leave their “I Voted” stickers at memorials for people killed by Trump’s ICE agents.
A reminder of what’s at stake this election.

Imagine how overwhelming this blue wave would have been if Republicans didn't possess a massive financial advantage and control social media algorithms. This wasn’t even a fair election, yet Americans realize how bad Trump is

Blue tsunami: Trump’s party suffers a crushing defeat as Democrats seize even longtime Republican strongholds
Voters used the US midterm elections to express their dissatisfaction with Trump. In Kansas, Democrats won a US Senate election for the first time since 1932 (!).
The main source of discontent was the economy. Americans are concerned about rising prices for groceries, petrol and utility bills.
According to an NBC News poll, 75% of respondents rate the state of the US economy as poor.
Another 65% believe Trump’s economic policies have made the country’s economic situation worse, while 62% hold the president personally responsible for high prices.
In an interview with The New York Times, Trump said he accepts the election results and is willing to work with the Democratic Party.
“I am absolutely ready to accept these results. We will work with the Democrats — we are counting on cooperation with them, you know. I think we’ll be able to reach agreements on some things.”
Democrats’ victory was made possible by the success of their candidates in traditionally conservative states — Iowa, Ohio, North Carolina, South Carolina and Texas. In some of these states, Republicans had held their seats for between 30 and nearly 100 years.
Having secured a majority in Congress, Democrats plan to launch congressional investigations into the Trump administration.
They intend to investigate the investment projects of Trump’s sons, Jared Kushner and Steve Witkoff’s ties to Saudi Arabia and the UAE, potential misuse of public funds, alleged abuses of power by ICE officials, and the withholding of documents related to the Jeffrey Epstein case.
Trump tried to excuse his Republican Party’s defeat in the US midterm elections, claiming they would have won if he had been on the ballot
“I wasn’t on the ballot, but if I had been, we would have won BY A LANDSLIDE!” the US president wrote.
The irony is that many Republicans tried to distance themselves from Trump throughout the campaign because of his low approval ratings.

German FM Wadephul repeats the basic truths about the Russian invasion and its global consequences:
If we were to allow Russia to win such a war of conquest, in complete violation of all legal principles, it would set a dangerous precedent. And there is no telling where that might end.
Russia assumed a responsibility toward Ukraine, a heightened responsibility, in fact, when it took possession of Ukraine’s nuclear weapons in the early 1990s.
Yet, instead of guaranteeing Ukraine’s sovereignty, Russia has invaded the country, launched an assault, and is killing civilians every single day. And it is certainly not the case that peace has taken hold in the Ukrainian territories seized by Russia, or that people are living there in harmony. On the contrary, we have the horrific example of Bucha, where there were murders, killings, acts of torture, and rapes, all of it.
So, to reiterate: we are on the right side. We stand with those who have been attacked. We stand on the side of the law.
