Heard some stores didn't give out the PR Winner Luffy so for context: - PR Kits have 2 Winner cards per 32 participation packs - 1 goes to Undefeated - 1 is to be distributed at the store's discretion to players on the day (eg. via a raffle, you can give to 2nd place)
