Kafka was not ordering Idrila. She is using Spirit Whisperer similar to a hypnosis trigger. Her mouth DID NOT move, she's using a recording of her voice on herself.
Perhaps it's similar to "spirit medium possession". or "descending onto your avatar, Kafka might become a temporary Aeon representative (like Fleming and Marshall Hua), or even a pseudo Aeon.
if you are familiar with No Game No Life and the foxgirl Miko. who let an Old God talk through her. That is what Kafka might be doing. Just a theory :D

Did Kafka dominate Idrila? It looks like they're surrounded by her Spirit Whisper's threads.

there’s truly no one like hyv when it comes to designing cosmic horror entities…
terminus being in a cage of its own, all the deaths of past cycles desperately trying to reach out to the … it’s just so good man, I need to live inside the designers’ heads
Okay I see a few that are abnormally mad at this. I want to clarify that in this specific trailer the trailblazer is female. So therefore the alternate trailblazer would be Caelus
✨[HSR 4.7] RELIABLE🚂 SPOILERS
Data suggests the other Trailblazer will appear in the main story of Version 4.7.

Myriad Celestia Trailer: Fables About the Stars Part 3 | Honkai: Star Rail

English Voice:
Aeon ★ Aha — Amber Lee Connors
The horn to hunt the Voracity has sounded!
After a long Amber Era, the gods converge once more. THEY present a farce to the cosmos, igniting a new climax in the war among the Aeons.
No one knows the outcome of this deathmatch, but a fissure has already opened in the apocalypse...
A gaze peers into the cosmos from the future to the present, bringing a dead god back from hell.
Perhaps you will eventually meet, but at this moment, THEY declare to the universe...
The Trailblaze has no destination, just as the Elation requires laughter.
