John Harbaugh explains his perspective on Cam Skattebo's personal foul penalty:
“I understand the idea, but I also understand human physiology, anatomy, and the way the body works. When you run low—which you have to do to protect the football and protect your body so you don't take a direct hit to the chest—your head is naturally down there too. You can't move your head off your shoulders; it's a physical impossibility. I'm quite sure he's not trying to use his helmet as a weapon or a battering ram. That's not what's going through his mind. He's trying to lead with his shoulder and keep his head in a strong, stable position. Running low to the ground is a good thing; that's football. That's how you're supposed to run to protect yourself and the football. Personally, I didn't have a problem with the technique at all. But we haven't heard from the league yet. Maybe they'll be able to enlighten us a little bit on what they want us to teach, and that would be great.”
