In 1984, Soviet police stopped a quiet man in glasses at a bus station in Rostov. In his briefcase they found a knife and a rope. They let him go. They had already executed another man for his first murder: His name was Andrei Chikatilo. In December 1978, in the mining town of Shakhty, he killed 9-year-old Yelena Zakotnova. Police arrested a 25-year-old named Aleksandr Kravchenko, who had an alibi backed by witnesses. After hours of brutal interrogation he confessed. He took it back at trial, and the state shot him anyway. In 1984 the blood test saved Chikatilo. His blood type didn't match what investigators had from the victims. Years later it turned out he was a rare "non-secretor," so his body fluids didn't show his real blood type. Police crossed him off their list, and he kept killing for 6 more years, across the Rostov region, at train stations and in forests. At 0:08 officers walk up to him on a street in Novocherkassk, a week after his last victim, 22-year-old Svetlana Korostik, was found. He doesn't run. He doesn't argue. At 0:30, two hours later, he sits in front of the camera in his big glasses and calmly gives his name, his birth year, 1936, and his home village, Yablochnoye in Ukraine's Sumy region, and says he went to Rostov University. Within days he started confessing. He admitted to 56 murders. At his trial in 1992 he was kept in an iron cage, where he sang, shouted nonsense and pulled down his trousers. On October 15, 1992, he was convicted of 52 murders. On February 14, 1994, he was executed with a single shot. The state killed an innocent man for his first murder and let the real killer go in 1984. Who's responsible for everyone he killed after that?
