Step 1: Make a tribal CM the face of your State so that nobody suspects and you can use him as a puppet.
Step 2: Remove fiscal hurdles of corporates through Acts (ironically passed by another tribal President) where the State loses revenue but profits accrue

Step 4: Transport raw materials mined here and use them in other State's plants.
