This is a funny question and it has a legal answer and a realistic one. I will give you both. On paper, the FIFA Statutes(or FIFA's constitution) keep it surprisingly simple. A candidate must have played an active role in association football, for example as a player or an official within FIFA, a confederation or a member association, for two of the last five years before being proposed. They must then pass an eligibility check carried out by the FIFA Review Committee under the FIFA Governance Regulations. The President is elected by FIFA Congress(the supreme and legislative body of FIFA) for a term of four years, in the year following the FIFA World Cup, and may not serve more than three terms of office whether consecutive or not. Proposals of who should be President must come from member associations(read as countries), not individuals. You cannot nominate yourself. That is the legal answer. Two years of active football involvement, a clean eligibility check, and at least one member association willing to put your name forward. Now here is the realistic answer. There are 211 member associations. The President is elected by Congress, where each member association gets one vote. Barbados has the same vote as Brazil. To win, you need to build a coalition across six confederations spanning every corner of the world. That is not a legal requirement. That is a years-long political campaign that demands relationships, resources, credibility, and the kind of access that does not come from passing an eligibility check. Just take a look at the two recent FIFA President in history. Every single one of them came from deep inside the football administration structure before running. Infantino was UEFA General Secretary and Blatter worked inside FIFA for decades before taking the top job. Nobody walks in from outside and wins this election. So the honest answer is this. Legally, the bar is low. Realistically, it is one of the most politically complex positions in global sport. The Statutes open the door.
