PHEMCE is the Public Health Emergency Medical Countermeasures Enterprise, a federal interagency advisory body established in 2006 and codified in 2019. It coordinates research, development, procurement, stockpiling, and deployment of medical countermeasures (vaccines, drugs, diagnostics, PPE) against CBRN threats and emerging infectious diseases.
Members include ASPR, CDC, FDA, NIH, and the Secretaries of Defense, Homeland Security, and others. It advises HHS on national MCM strategy.
For COVID-19, PHEMCE provided the preexisting framework for MCM preparedness. Operation Warp Speed (HHS-DoD partnership) handled rapid vaccine development and became the main operational effort, building on prior PHEMCE work.
