Today, as part of Operation Economic Outcast, Treasury sanctioned Panama- and Greece-based law firm Karnakis and Karnakis, shipping agents, and vessels which have supported illicit Iranian shipping activity, indirectly aiding Tehran’s ability to generate revenue to fund its military, weapons, and nuclear programs. Throughout Operation Economic Outcast, Treasury has continued to coordinate with counterparts in Europe and around the world to sever the Iranian regime’s remaining economic lifelines. home.treasury.gov/news/press…

As just announced in the @UN First Committee, Russia’s COSMOS 2612 military satellite has been exhibiting threatening behavior by intentionally maneuvering dangerously close to a commercial satellite, behaviors consistent with on-orbit weapons operations. This violates long-established safety thresholds in low Earth orbit. The United States will continue to secure and defend American vital national security interests in, from, and to space.

Effective Immediately, all organizations using PHP for their systems are advised to be prepared for an update addressing two critical vulnerabilities. PHP is widely used for web applications. These vulnerabilities often provide a direct path to the server's file system or database. If an immediate update is not feasible, it is recommend that organizations take the system offline until it can be fully mitigated. NSA will follow up shortly with more specific guidance.

Russia's business and financial elites are being squeezed between two sides. International sanctions have cut off the exit once available to the country’s wealthiest, while at home Vladimir Putin has grown more willing to nationalize what remains of the Russian economy. Russia’s business leaders now find themselves at the mercy of an increasingly interventionist Russian state, with few effective levers to influence the terms of the relationship with the Kremlin. Read Natalya Kovaleva's (@CHRussiaEurasia) analysis for the autumn issue of @TheWorldToday on the internal tensions over Ukraine within Russia's political elite. Article | bit.ly/46rrp5M |

I have been developing a theory on why this is for a while now and the more events unfold, the more certain I become that its correct.

Michael Schmitt and Ryan Goodman of @just_security argue that the U.S.-Russia diesel deal exposes the U.S. to legal responsibility, according to laws of war and even @DeptofWar's own doctrine. In their view, you can’t argue that oil infrastructure is “war-sustaining” and therefore a lawful target in your own wars... but then call on Ukraine to avoid them, while you go and buy Russian diesel. That would mean you’re supporting a belligerent’s war machine. And that, on paper, is illegal. See our take in #TheDiscourse: @rgoodlaw smallwarsjournal.com/2026/10…

Russia’s military satellite Kosmos-2612 has maneuvered to within 26 meters of ICEYE-X36, a Finnish-American radar satellite whose imagery is supplied to Ukraine. Space analyst Georgy Trishkin said the near-zero relative speed could indicate an attempt to force ICEYE-X36 to make orbital corrections, potentially disrupting operations and using up its fuel. RAND researcher Michael Bohnert called the approach a show of force.
