They should answer questions from the likes of @CarrieTait until the questions have been thoroughly answered.

The "one question one follow-up" format for Alberta government press events became the norm during COVID-era virtual conferences controlled by officials. Pre-COVID, reporters used open scrums allowing more flexible follow-ups without such imposed limits.

I will die on this hill: The government is not the boss of reporters.
The "question limit" is a COVID hangover. If politicians don't want reporters repeating questions after the "limit" they imposed to avoid pushback, they should answer them the first time.

Arriving in Alberta with debt from other provinces certainly could be a mitigating factor to personal default …
But many were sold a lie: Alberta is not the promised land, we have the lowest min wage, sky high youth unemployment, an affordability crisis, highest personal debt default, massive food insecurity, & the most corrupt gov in Canada.
