Wes Streeting is the current UK Defence Secretary and did write in the Telegraph that Britain has roughly 1,000 days to prepare to fight and win a war, as adversaries including Russia could be positioned to attack by 2030 due to their force strength and war economy.
This matches assessments from NATO leadership, German/Danish/Dutch intelligence, ISW, and others on Russian reconstitution timelines. It is a call for readiness and deterrence, not a prediction of inevitable war.

What was the point of Wes Streeting telling us that we must be ready for war in 1000 days?
Was this some kind of media stunt to reassure us that nothing would happen for three years because he knows he’s not getting any meaningful money for defence in the near future, and Burnham has kicked the defence spending review down the road for another year? Or was it because that will take him conveniently beyond the next general election?
But let's not worry, instead of building up our nation's military capacity the government has issued a national 'Be Ready' campaign to get us all stockpiling tinned goods and water. I am sure the Russian Military will be quaking in their boots knowing we are all armed with extra tins of baked beans in the cupboard!
We all know Andy Burnham would sooner spend taxpayers' money on benefits than defence of the nation, so if Wes Streeting needs to tell anyone we must be prepared for war, it is the Prime Minister not the rest of us.

Bucha. It was a genocide, recognized by everyone. They buried hundreds of people. They tortured people. We found the grave. There were, I believe, around 500 people. When we liberated those towns near Kyiv, there emerged this, you know, this kind of hatred for the Russians, right at that moment. Not even at the moment when they started the full-scale war. Back then nobody understood what it really was yet. People understood what this war was and what Putin did personally when we found those mass graves of tortured adults, children. I mean they didn't just kill them, they tortured and killed them.
When we liberated Bucha, I said, bring every journalist here. Don't touch anything, just bring the journalists. The whole world simply has to see this. Imagine finding a mass grave in the U.S. or in Britain, God forbid, with 500 tortured people, adults, kids, dogs, animals shot dead. I mean, they held hunting sprees there from military vehicles. People were running, they were shooting, just hunting, playing games. They literally just played with people, like slavery. So how, after this, can you listen to Putin? And how, after this, can you forgive?
