Keystone (the original pipeline) is already built and operating. Keystone XL was not more than 75% done , it was only about 8% constructed (~93 miles of pipe, mostly on the Canadian side) when Biden canceled the permit and TC Energy abandoned it in 2021.
Successor proposals exist in 2026, but they are early-stage and not a near-complete XL

According to a report by Canadian Taxpayers Federation, Carney and his 72-person entourage spent $175,248 on airplane food during the 10-day international trip from to China, Qatar and Switzerland between Jan. 13 to 22, 2026.
