1.Claims the state is losing gas revenues because of fuel efficient vehicles
2.Community Crossing Matching grant
a.Requires counties and municipalities populations >than 5K to adopt a wheel tax and vehicle excise tax to remain eligible for the grant.
b.Increase grants goes from $1.5 Million to $4.5 for counties with more than 100k residents or municipalities greater than 2k. Capped at $100million (with half going to Indy FY 27-29)
c.Grants Counties with populations over 5K can levy a wheel and excise tax. Currently there are 36 counties that have not adopted either tax and there are 116 municipalities that have not adopted a wheel or excise tax.
d.(INDY ONLY FOR NOW) Current max tax is $80 (Wheel) and $50 (Excise) the bill will triple the maximum levy for both $240 (Wheel) and $150(Excise)…if doing this to Indy what prevents from doing to other municipalities and counties?
3.Tolling on Interstate Highways
a.Permits Indiana Dept. of Transportation with Gubernatorial approval to request the Federal Waver to toll lanes on the interstate (i.e. I-80, I-94, I-65) without needing the approval of the General Assembly.
