🪦The Bureaucratic Burial of Nagalim, Muivah's quixotic Sovereignty dream: A 🧵 ▪︎After slogging through the entire 26-page of this overhyped "Top Secret" NSCN-IM's competency clauses of the Framework Agreement, I can't help but feel second-hand embarrassment for Muivah's Nagalim dream. This document stands as a tragic monument to how a historic, 6 decade old armed struggle can be reduced to a grandiose wish list, a mountain of pipe dreams & bureaucratic fantasy that will never see the light of day in its current form. This document is not a bold blue print for sovereignty, it is at best an slightly enhanced autonomy with continued central oversight & at worst a meek surrender memo dressed up in pompous language. ■The document blabbers on about a fancy bicameral "Tatar Hoho" legislature, Pan Naga Hoho with Cabinet-rank members, RATCs in contiguous areas, "sovereign" internal affairs, own security forces, separate budget, taxation powers, dual judiciary & a laundry list of universities, hospitals, airports, four-lane highways & a grand "Yehzabo" basic law. ▪︎Sounds revolutionary, right? In reality, the Yehzabo will not be an independent Constitution but it is to be stuffed as a chapter inside the Indian Constitution, if at all accepted. This single provision places the entire arrangement firmly within the Indian framework. What remains is not sovereignty, but a better sounding & a better-funded form of extra autonomy still subordinate to the Indian Union & True sovereignty is effectively diluted. 🚨 Point by point, the CC reveals the hollowness of what NSCN-IM has been projecting as a historic breakthrough for decades: ▪︎The document proposes a new "People's Government of Nagaland" with a bicameral Tatar Hoho, own executive, judiciary & security forces. While the institutional design goes beyond the existing protections of Article 371(A), which Nagaland has enjoyed since 1963, the structure is heavily constrained because financially & operationally, it will still remain heavily dependent on Delhi. The structural framework is thus not independent self-government, but a more elaborate form of a "special autonomy" still firmly nested inside the Indian constitutional framework & Indian Union & operating strictly within "mutually agreed competencies" while New Delhi retains ultimate authority over external affairs, defense, currency & residual powers. ▪︎The document's economic ambitions are crippled by explicit & extensive reliance on central Government funds. The budget is to be "ensured & allocated by the Government of India," deficits are slated for central write-offs & major infrastructure projects depend on central financing "until such time as the Nagas are able to manage by themselves." This is not the financial architecture of a sovereign nation, it is the ledger of a permanent supplicant. ▪︎The historic Naga political movement (from the NNC through to NSCN-IM) was built on the demand of full sovereignty, an independent or at least confederal Nagalim that would unite all Naga-inhabited areas & stand outside Indian sovereignty. The 2015 Framework Agreement itself spoke of "shared sovereignty" & a new relationship of peaceful co-existence. But this 2018 Top Secret document translates that into a system that is still constitutionally nested inside India. The Yehzabo is only to become a chapter of the Indian Constitution, the Naga Govt's powers is to exist only within "mutually agreed competencies." The Ultimate authority, especially on external affairs, defence, currency & residual powers still remains with the Indian Govt. 🪦The Bureaucratic Burial of Nagalim: Muivah's quixotic Separatist dream. (2️⃣). ▪︎The grand promise of Greater Nagalim was non-negotiable for decades but New Delhi through Successive Govt has made it crystal clear, time & again, that integrating Naga-inhabited areas from Manipur, Assam & Arunachal for the sake of Greater Nagalim is a non-starter. It will never happen! State boundaries will not be redrawn to satisfy this doomed dream. ▪︎Therefore, the NSCN-IM capitulated & in this document the integration is postponed indefinitely to a future "democratic political process" meaning, Greater Nagalim is dead on arrival. The fall-back proposal of Regional Autonomous Territorial Councils (RATCs) encapsulates NSCN-IM's dramatic retreat from the founding ethos of the Naga Sovereignty movement. ■Even the strong autonomy measures (legislature, security forces, land & resource control, taxation, judiciary) are heavily qualified: Budget & major development funding are to come from the Central Govt i,e Indian Govt "until the Nagas can manage by themselves." ▪︎Security arrangements involve joint functioning with Indian forces. Many powers require concurrence or consultation with the Government of India. The document creates impressive-looking institutions, but they are designed to operate with continuous central financial & political support. ▪︎The document proposal of a statutory Pan Naga Hoho with Cabinet-rank members to represent all Naga tribes across states is perhaps the most dangerous & controversial element. Instead of clean integration, they invented a new bureaucratic monster that will likely create dual power centres and complications for Nagas Nagaland & outsiders who will not only meddle in Nagaland's affairs but also give them a disproportionate say. It's a perfect recipe for future conflict, not unity. ▪︎Granted, the New nomenclature, cultural institutions & identity safeguards are real & meaningful to many Nagas outside Nagaland but they still sit on top of a structure that remains subordinate that largely builds on existing state-level powers. The gap between the original aspirations of the Naga Movement, the claim of nationhood & the actual constitutional status is therefore wide and that gap is the most important political fact about this document. ▪︎While the document references Naga security units & transformation (read rehabilitation), the fine print reveals joint defensive operations, heavy central coordination & oversight by Indian security forces. The withdrawal of legal cases against cadres functions is a standard rehabilitation package for a demobilized armed faction, not the official recognition of a sovereign military. The demand for complete removal of AFSPA is mentioned in passing but not guaranteed without GoI approval. 🚨A Long laundry lists of demands cover everything from universities & hospitals to roads, power projects & tax powers but Almost every major item depends on Government of India funding, technical support & approval. This turns the "Naga Government" into a recipient of central welfare schemes rather than a truly independent entity. ▪︎So, If even this heavily compromised & diluted proposal that has already retreated so far from the original demand of an independent Nagalim, reducing sovereignty to a chapter inside the Indian Constitution & territorial integration to a vague future process remains unacceptable to the Government of India & continues to stall the much-hyped Indo-Naga talks, it reveals the true limits of New Delhi's willingness to concede. The grand rhetoric of "shared sovereignty" & "honourable solution" begins to look increasingly hollow when the already-reduced demands of NSCN-IM are still treated as excessive and It indicates that New Delhi is prepared to offer little beyond cosmetic upgrades to the existing special status, while continuing to treat the core political questions as non-negotiable.
