I confirm the 2023 peace-treaty plan that was leaked to the FT. What the draft envisaged: - Russia withdraws its troops from most of the four oblasts it had just declared “annexed.” - The new line of demarcation runs roughly along the line as of February 24, 2022: Crimea and the part of Donbas that Russia controlled before the full-scale invasion. - Ukraine recognizes Russian control over Crimea. - Ukraine grants Russia an unobstructed land corridor to Crimea. - The ceasefire regime is guaranteed by NATO countries that provide protection for Ukraine. - Russia begins negotiations with the US on its own security guarantees. From my side, I’ll add a few insider details that few people know about. The plan was discussed NOT ONLY by Rodnyansky: the key figure was ABRAMOVICH. Moreover, Russia was ready to give up the Zaporizhzhia Nuclear Power Plant as well. And the 300 billion in frozen assets was to go toward rebuilding all of Ukraine, that is, together with the occupied territories. As for Crimea: we were not required to recognize it as Russian, only to recognize Russia’s control over it. In other words, we acknowledge that right now it is under Russian control (which is how it is). We were also required to adopt a law banning the return of Crimea by military means. The land corridor to Crimea, a highway and a railway, was to be built at Russia’s expense. The hardest question was how to guard it. That is why the Russians were ready to give up Melitopol, but not Tokmak: they feared we would cut the corridor with artillery. Zelensky rejected this proposal at the time.

My team and I spoke with President Trump’s envoys – Steve Witkoff and Jared Kushner. We talked about the results of the meetings in Oslo and St. Petersburg, and how we can move diplomacy forward this November. We have an agreement to hold a trilateral meeting – Ukraine, America, and Russia – at the team level. The plan is to meet in the first half of November. We are ready to meet any day – even tomorrow. But it all depends on the Russians. We expected a trilateral meeting this October, too. But it didn’t happen – because the Russians came up with another reason not to meet. Now we all need to focus on making these meetings happen – together with America, Europe, and all our partners. Can they happen without America or without American pressure on Russia? Probably not. That’s why we are really counting on America to keep this a priority at every level. And we need to move from technical-level trilateral talks to a meeting of the leaders – because the key issues can only be settled at that level. From an address at the Hudson Institute. (1/3)

Encouraging progress over the past several days. @SEPeaceMissions and I are grateful to @POTUS for his leadership and to our Ukrainian, European, and Russian counterparts for engaging constructively. There is still hard work ahead, but we have a real opportunity to move beyond this war and build a framework for lasting peace, security, and prosperity for generations to come.
In Oslo and St. Petersburg, @JaredKushner and I met with Russian, Ukrainian, and European leaders to advance President Trump’s mission to end the war. In St. Petersburg, we met with President Putin to build on the progress made in Oslo with President Zelenskyy, discuss a peace framework, and thank President Putin for releasing American citizen Stephen Hubbard to return home to his family. These discussions were constructive, and will continue with trilateral talks between the United States, Russia, and Ukraine at the technical level. While there is still important work left to do, President Trump remains committed to seeing this war end and achieving a comprehensive, durable peace that will provide security and prosperity for generations to come.

Q: Witkoff called Putin 'a humanitarian' for agreeing to release Stephen Hubbard. Do you agree with that? JD VANCE: I agree with Steve Witkoff saying something nice to a person who just released an American hostage.

U.S. official: Special Envoy Steve Witkoff and Jared Kushner proposed a trilateral meeting at the technical level between the US, Russia, and Ukraine. This was accepted by the Ukrainians in Oslo yesterday and by the Russians in St. Petersburg today
🇷🇺🇺🇸🇺🇦Russian President Vladimir Putin told White House envoy Steve Witkoff on Wednesday that he "agrees in principle" resuming trilateral peace talks between Russia, Ukraine and the U.S. to end the war, the Kremlin said. My report on @axios axios.com/2026/10/21/russia-…

Witkoff handed Putin papers laying out elements of a Russia-Ukraine peace deal. Witkoff to Putin: "You'll read that at your leisure later on." Kushner was set to join the call shortly after.

Europe is preparing to talk directly to Putin. According to the Financial Times, two main options for ending the war in Ukraine are now under discussion: • Freeze the conflict along the current front line + Ukraine stays out of NATO
• Ukraine cedes all of Donbas to Russia + joins NATO Channels for a call between European leaders and Putin have already been opened. At the same time, Trump has announced a three-way meeting with Putin and Xi Jinping. Realistic scenarios currently point to restored gas transit through Ukraine, no NATO membership for Kyiv, and temporary recognition of occupied territories. The key question is how much influence Ukraine will still have over the final terms. ft.com/content/92f271fd-f96c…

I spoke with Marco Rubio @SecRubio, and it was a substantive conversation – focused on the issues that matter. I am grateful for his readiness to help and his clear position. First, ballistic missile interceptors, which are needed to protect lives. Second, early warning of Russian ballistic missile attacks, which is vital. Third, the situation with Starlink/Starshield, which needs to be restored. Of course, all of this comes against the backdrop of our diplomatic efforts to end this horrific war and the constant killing of people. We agreed to get in touch again soon for an update. Thank you, Marco, for the constructive discussion! Thank you to everyone in America who supports fair approaches!

Had a conversation with the American President’s envoys, Steve Witkoff @SEPeaceMissions and Jared Kushner @jaredkushner. Peace comes only through strength and cooperation built on trust. We are doing everything on our part to make this happen, and to ensure that America’s position is strong and helps bring peace closer. Peace that everyone, except Russia, has been waiting for over the past four and a half years. In particular, we discussed the results of our teams’ meeting in Florida. Our teams maintain virtually nonstop communication. We are also preparing the next steps in diplomacy. We constantly inform our partners about the real situation with Russian strikes, which do not cease for a single minute, and about air defense issues. A lot here depends precisely on America’s position. Ukraine remains ready to work constructively, honestly, and toward a real result. I thank everyone in America who supports Ukraine and this particular approach.

Dominic Cummings, House of Lords Constitution Committee – full video. @Dominic2306 Fascinating look at where power really lies in Whitehall: the “subterranean system” connecting its power centres, the evolution and dysfunctions of the Cabinet Office, and the hollowing out of ministerial responsibility. A few of my highlights… “What’s one of the few remaining centres of excellence left in Britain? Britain’s Special Forces. Who’s their biggest enemy today? China? Russia? Iran? No. Cabinet Office and MoD lawyers.” “All constitutional authority is being funnelled into No.10 because only the Prime Minister can get something done … Nobody apart from the Prime Minister now can break certain kinds of gridlock.” “Cabinet has become an irrelevance.” “‘You didn’t keep this terrorist under surveillance? Is that because there’s Cabinet Office legal advice that says that because of ECHR rights to privacy, you’re not allowed to keep even convicted terrorists under surveillance?’ ‘Yes, Dominic.’ That happens routinely. The majority of terrorist offences you see, there is an ECHR, human rights angle. Close to 0% are ever explained publicly.” “You cannot deal with the small boats problem unless you make primary law changes to the Human Rights Act and change how the courts give effect to the ECHR. That is a fact. It’s uncomfortable to all political sides to face this fact. But it is a fact. Everyone internally knows this is the case.” “There’s a concept in the private sector: Directly Responsible Individual. That is how every complicated project that works, works. That concept has been rendered something close to unlawful inside the current system. Every aspect of how the current system works is to obfuscate actual responsibility. If you say in a meeting in Whitehall, ‘Which specific person is responsible for doing X by date Y?’ everyone throws their hands up in horror.” “The principles of how things work well are eternal. You see the same principles in 500 BC or 1800 with Pitt, or today in SpaceX.” “The idea that you make everything more complicated, and you have Sir Humphrey in charge of everything, and then that gets rid of corruption, is total nonsense.” “We’re now just sitting here, year after year after year, watching this most stupid war in modern history unfold, completely unable to adapt to it.” “The more that the system says that the Civil Service has to defend the constitution, the more you are driving yourselves into crisis … It’s Parliament that has to safeguard the constitution. Thinking this can be devolved to a bunch of officials in the Cabinet Office is what’s got us into this nightmare in the first place.” “It can only change if there’s a Prime Minister who wants the government to control the government, and is himself or herself determined on change.”

Exactly what I predicted has happened
Elon laid out a path to peace between Ukraine and Russia back in October 2022, and he was attacked for it by almost everyone In November 2023, he explained to Lex Fridman why he had proposed peace: “a lot of people dying for basically almost no changes in land,” with an entire generation of young Ukrainians and Russians paying the price Two and a half years after his original proposal, he warned that Ukraine should seek peace or suffer severe loss of life for no gains, and called continuing the war cruel and inhumane Today the world is talking about the same kind of deal he proposed, only after hundreds of thousands more lives were thrown into a meat grinder for almost nothing He was right then, and he is right now

According to The Washington Post, the US and Europe are preparing a peace plan for Ukraine that involves freezing the frontline and NATO-style security guarantees. The publication says five key points are being discussed: 🔹Cessation of hostilities along the current frontline, with potential territorial concessions by the parties. 🔹 Security guarantees for Ukraine similar to NATO’s Article 5. 🔹 The reconstruction of Ukraine and compensation for those affected. 🔹 An energy agreement between Ukraine, Russia, and Europe allowing the resumption of Russian oil and gas supplies. 🔹Possible lifting of sanctions against Russia. washingtonpost.com/opinions/…

One year ago today, all 20 remaining living Israeli hostages finally came home after two years of unimaginable suffering in Gaza. Welcoming them home and seeing them reunited with their families was one of the most special moments of my life. After so much pain, uncertainty, and heartbreak, seeing families embrace their loved ones again was something I will never forget. The hostages endured hell, and their families demonstrated extraordinary strength, courage, and resilience through the darkest of times. @SEPeaceMissions and I are deeply grateful to @POTUS for his leadership and determination, @VP, @SecRubio, and our partners in Israel, Qatar, Egypt, and Turkey - particularly @netanyahu, @AmbDermer, @TamimBinHamad, @MBA_AlThani_, Ali Al-Thwadi, @AlsisiOfficial, General Hasan, @EgyptForeignMin, @RTErdogan, @HakanFidan, @ikalin1, and many others who worked tirelessly to make this day possible. Above all, today belongs to the freed hostages and their families. Their strength and determination will always inspire me.
