I fully agree. With what is coming out in @BalaamBarugahar barazas, @MwineMpaka and #COSASE, @Parliament_Ug and @KagutaMuseveni have serious work to do. AGs, IGGs, ministers & PS should account. Media & CSOs should be free! – at Kampala, Uganda
Witchcraft in Uganda Parliament After All: Speaker Oboth-Oboth Has Cast a Spell of Good Manners So it’s true after all: one individual can make a difference. Lawyer Jacob Oboth-Oboth is Speaker of Uganda’s 12th Parliament. A low-key man by temperament, he gave little hint of how he would “rule”, and his start was worrying. At a thanksgiving service on June 8, he spoke of rumours of witchcraft and supernatural manipulation in Parliament, declaring that his faith made him immune to dark forces. Here, it seemed, was yet another juju-obsessed politician. At the same service he paraded his wives, raising fears of polygamous drama to come (although editors were probably silently hoping such drama would bring good ratings🤣). Perhaps we had simply been conditioned by the theatrics of his erratic, volatile and extravagant predecessor, the one and only Anita Annet Among, who was felled spectacularly by the army chief, Gen. Muhoozi Kainerugaba, and his Patriotic League of Uganda brigade. Oboth-Oboth has bucked the trend. An unusual calm has settled over Parliament. Legislators are more serious and thoughtful, and the tantrums are gone. The Speaker talks softly, is remarkably tolerant of the Opposition (whom Among hounded and humiliated at every turn), and has said the right things about freedom. Perhaps he simply hasn’t been tested yet. President Yoweri Museveni has not yet tabled an amendment pushing the 2031 election back to 2033, or asked for a $750 million bailout for a political crony to go through without debate. When that day comes, the mask may slip and the fangs come out. For now, though, he has shown how much difference civility, democratic accommodation, and simply not being foul-mouthed and arrogant can make. Now, if he can only get rid of that colonial Speaker’s wig.

During the #SONA26 President Museveni stated that he does not want ministers who go MIA on their work. Everyone must be in the field. Hon Balaam, Baryomunsi and others hit the ground running. Where are the fire brand ministers like Prof Kamuntu, Mao and others in this? In which field can they be found? Chairman Mao presides over matters related to Justice in Uganda and Prof Kamuntu presides over the regulation of NGOs in Uganda. Since the rationalization of the NGO Bureau in April 2024, there is no NGO Board in Uganda. The Bureau has never been constituted for almost 2 years now. All decisions purported to be taken including the suspension of NGOs are illegal. Prof Kamuntu was known as ambassador exponentially in UPC 2 days because of his brilliance and swiftness. Can he come out and account for the events happening under his docket regarding NGOs? Why were the NGOs suspended? Who suspended them? Under what mandate? Have they been accorded a right to be heard? Does the NGO Act provide of indefinite suspensions? Why ‘regulate’ NGOs outside the constitutional framework? @KamuntuProf @norbertmao @ObothOboth @Thomas_Tayebwa @JaneRuth_Aceng @R_Nabbanja @JoelSsenyonyi @Hon_MwiruPaul @SheilahAmaniyo @NBakireke @SKisoboka #CivicSpaceUG

Prof @KamuntuProf and the @NGObureau should brief @R_Nabbanja about the 6 months arbitrary suspension of NGOs, from 9th January 2026, outside the provisions of the Constitution and the NGO Act; with no NGO Board. Thank you Hon @akellol02 for raising this issue of gross abuse of power at @mia_uga @ObothOboth @Parliament_Ug

Mr. Gilbert Sendugwa Executive Director @africafoicentre during his presentation on Utility of ATI Laws: Lessons, Good Practices and Opportunities for Cross-border Collaboration in Combating Collaboration through ATI, emphasized Access to Information being a powerful anti-corruption tool that drives accountability, triggers action and empowers citizens to monitor service delivery. But laws alone aren’t enough, implementation, enforcement and public demand are key. #ATI #Transparency #Accountability @GilbertSendugwa @TIKenya @TI_Rwanda @petwander @anticorruption @Accu_Ug @PPDAUganda @talktosema @UHRC_UGANDA @meaca_ug @mopsuganda @cipesaug @Siafasaahkamara @PaulBanoba @nsconco @ance_togo @ksika91 @ChristianNoudem #RightToInformation #Transparency #DigitalRights

Mr. Gilbert Sendugwa ED, @africafoicentre while at the panel discussion congratulated TI-Uganda on the report, describing it as a vital instrument for addressing corruption. Key points of his discussion were: * The Implementation Gap: While most African countries have legal frameworks for Access to Information (ATI), corruption remains high because implementation is weak. * Institutional Responsibility: Public institutions are mandated to implement ATI laws. This includes establishing reporting systems, ensuring data disclosure and building internal capacity. The report, however, highlights significant failures in these areas. * The Demand Side: There is a limited "demand" for information. Citizens are not frequently making formal requests as the law allows. He emphasized that making information requests is a primary tool for fighting corruption and urged the public to use it. * Responsiveness Issues: Statistics show that approximately 75% of information requests do not result in access being granted. This lack of responsiveness is a direct violation of the law. * Proactive Disclosure: Public bodies must focus on proactive disclosure. However, Mr. Sendugwa cautioned that we must also verify the accuracy of the data being disclosed. * Call to Action: Information requests trigger institutional action and implementation; therefore, stakeholders should persist in making these requests. @TI_Rwanda @TIKenya @transparencyUSA @Accu_Ug @PPDAUganda @CSBAGUGANDA @talktosema @petwander @meaca_ug @mopsuganda @cipesaug @GilbertSendugwa #RightToInformation #Transparency #DigitalRights
